In the day for the delivery of the volunteer women of the International Volunteering Program (VOLPA), we took the opportunity to tell their stories and transmit, through these women, the voice of those women who get involved for changing this World.

The objective of the VOLPA program is to know each other in their realities and towns through an equal and free meeting which touches the life of both parts.

The three volunteer women Rebeca Manso, Inma Sánchez and Mari Paz González just get involved in the VOLPA experience. Rebeca Manso will travel to Ecuador as volunteer in Fe y Alegría, "in fact, it makes me stronger to know that women have been teaching me in the training period", she said. The fact is that women are able to undertake projects hardly from the silent or hide side; this is an example for her. Inma Sánchez y Mari Paz González will land in Guatemala as volunteers for Santa María de Chiquimula Church. Inma thinks that women force can move the World because "if we have power of creation, we can move the World", and this affirmation is clearer each day for her. Mari Paz considers this trip like an opportunity to know the reality of these women in Guatemala and a social change in sight.

Question. - Tell us three significant progresses were made by the International Federation of Fe y Alegría in 2011.

Answer. - If I have to say three progresses of 2011, I will pay attention to the followings: in 2011, the III Strategic Plan of the International Federation of Fe y Alegría has been consolidated. It has been set up the objectives of this plan, mainly, in the quality, not only in the quality in education but in the quality in the administration; in other words, "to do the right things and do it right". And, in a federative level, it has been the year of communication. We wanted to improve the external and internal communication. It has been better the contact between the interlocutors. The fundraising is another important matter in this year 2011.

Q. - You just come back Africa and visit Fe y Alegría in Chad. What do you mean "they understood what Fe y Alegría is there"?

A. - The visit has been very satisfactory. I have had the opportunity of doing a very real visit. I went to the area to see the projects every day. There I could see what Fe y Alegría is because of the enthusiastic and dynamic pedagogical team works and they do their tasks very well. They are very worried about the train- the -training. Other point is that the processes are in connection to the educative structures of the country, in that way the State gives qualify persons to work with the teams of Fe y Alegría. You can observe the participation of the community. The citizens help in building of schools or designing plans. These key factors make the ways of being in Fe y Alegría.

With the Horn of Africa emergency in 2011, the challenge of some people was to collect 90 million Euros in 90 days to help and try to stop what they consider a shameful crisis. They set up an organization with no profit motive in mind. They started a marketing activity in order to raise money and send it to Horn of Africa through three NGOs: AMREF, Intermón Oxfam y Entreculturas. These three organizations were the first ones in responding to the proposal.

On Facebook, Twitter or Google+ social networks, they required a minimum donation of €2 in order to collect the amount of 90 million because the international organisms had calculated that the crisis could be stopped with this sum.

The first part of this Forum had a masterly intervention of Fernando Vidal, Professor of Sociology and researcher of the Universidad Pontificia of Madrid and president of the RAIS Foundation. Under the motto "Companies and NGOs: are we all sharing the same objectives? Are we all speaking the same language? Protecting synergy in Crisis periods." This sociologist answered two questions in that way: "the thing would be that we all are using words from a nonexistent language, a language for discovering (...). This lack of a common language is misinterpreted the context of the 2008 Crisis which is leaving deaf and mute. If we find a new language, we will be able to talk about this Crisis in a future". Then, he surprised to public when he sent two initial messages for both entities: "Do not ask for money. Do not buy or sell legitimation".

During his conference, he explained the fourth syntax rules of the language that NGOs and Companies speak: Tolerance, Information, the Net and Mission.

With regard to the first one, he affirmed "We do not need the kind of Tolerance that only comes from functional division. To be able to exert the competences, NGOs and companies need to combine goods and relationships according to the logic commerce and in community". About Information, he defended the opinion about "the field of the community in general and NGO in particular must take part the knowledge community in the companies; and these companies must take part the knowledge community in the NGOs" (...) "So the most important and difficult for NGOs and companies is not only to be member in a common mission, but in the mission of the mutual development". Therefore, "company must not be a financial backer mainly and NGO do not have to be a validator in priority because the knowledge as partners is where the relationships have the major implication". Both together, the community is able to have several inscrutable and interpretive points of view which are in the whole society and culture".

When he talked about the Net as a new way of connection in our sociology, he completed his first affirmations to calm public down: "Do not give money or sell legitimacy. Do not receive money or legitimacy, only give to yourself". "There's absolutely no doubt about that money and legitimacy take part the possibility of development of each agency (company or NGO)- in both sense- because companies authenticate the NGO when it have been chosen and guaranteed the sponsorship; while NGOs give also money companies in publicity and others profits. Moreover, there cannot be the slightest doubt they can make us forget the essential thing and to prevent the main thing of the new public architecture". Then, "the question is not who is going to finance the NGO or who can transmit them the value or channel the CRS in a company, the true question is: who are going to be my partners? Obviously, the alliance is only possible if the mission is shared. For that, we need the fourth and last syntax rule: the mission".

On this fourth rule, he affirmed that the missions of NGOs and companies are the same. Although we have different competences or purposes, the mission is the only one: the total development of the persons and their communities with the commerce or the creation of a community." Finally, he finished saying that "syntax rules between the NGOs or companies are not bilateral. These rules should be applied in the heart of the pentagon with power: the administrative agencies, cultural and media agencies and the personal dimension of the involved persons (or in the internal manner, but this is very complicated and long matter as well)".

En lo relativo a cooperación, lo más relevante es lo siguiente:

• El presupuesto total del Ministerio de Asuntos Exteriores y de Cooperación pasa de 2.646 millones de euros en 2011, a 1.205 millones de euros en 2012. Supone una reducción del 54.4%, y es el ministerio cuyo presupuesto más baja con gran diferencia.

• En cuanto a la Ayuda Oficial al Desarrollo:
• Las transferencias a la Agencia Española de Cooperación Internacional para el Desarrollo (AECID) pasan de 834 millones en 2011 a 240 millones de euros en 2012, con una reducción del 71%
• El Fondo de Agua y el Fonprode pasan de 1.095 millones de euros en 2011 a 300 millones de euros en 2012, con una reducción del 72.6%.

Terminaríamos el 2012 con un porcentaje del 0.23% de la RNB a cooperación al desarrollo, cada vez más alejados del 0.7%. La Ayuda oficial al desarrollo cae a niveles de 2005.

El programa "Nada Corriente" de la televisión local de Extremadura ha dedicado un pequeño reportaje a nuestra VOLPA en Nicaragua, Mari Cruz Mateos.

"¿Por qué dejo mi vida, no sé si "sosegada" o mi vida más "habitual" en Extremadura, para venir a Managua? Pues... no sé, quizás por ese ¿por qué no? ¿Por qué no salir de lo que estoy acostumbrada? ¿Por qué no intentarlo? ¿Por qué no salir de ese tren que viene muy marcado... por qué no arriesgar?", dice Mari Cruz.

El ciclo comienza con una evaluación (contexto, recursos, procesos y resultados) de los centros educativos, siguiendo un enfoque integrador y multidimensional, y prosigue generando reflexión en los mismos centros en torno a los resultados de esta evaluación, articulados con el análisis del contexto. El proceso culmina con la elaboración e implementación de planes de mejora y su sistematización. Finalmente, este proceso enlaza con una nueva evaluación de calidad, que permita conocer los avances de cada centro educativo, introducir los ajustes necesarios al sistema de calidad y comenzar un nuevo ciclo de mejora.

Estuvieron presentes desde los socios de las provincias que elaboran los boletines internos, hasta jesuitas jóvenes que trabajan las redes sociales, pasando por directores de editoriales y revistas, jefes de comunicación y de gabinetes de prensa de obras jesuitas (Alboan, Entreculturas, Deusto, Comillas, Loyola-Andalucía, Provincias sj...), webmasters...

Todos marcharon con gran satisfacción por haberse encontrado, en "unión de ánimos", con otras personas que compartían con ellos su identidad y su profesión. Además, se dieron a conocer numerosos proyectos de comunicación desconocidos para muchos de los presentes. También se trabajó por grupos intentando mejorar y construir un trabajo en red desde lo que ya tenemos. Fue, en palabras del Provincial de España, "una buena noticia para la integración".

De la mano de Lucas López SJ, salieron a la luz sinergias en comunicación que ya existen: el trabajo conjunto de las editoriales, de las obras sociales, de las universidades, de los gabinetes de prensa de provincias; la gran labor educativa y comunicativa de Radio ECCA (para muchos una "gran" desconocida).

El segundo día de encuentro también fue fructífero. Se compartieron breves comunicaciones de realidades y proyectos llevados a la práctica que no dejaron de sorprendernos por su creatividad, profesionalidad y los pocos recursos empleados: tskv, viaje de prensa de Alboan, los otros formatos de los cuadernos de Cristianisme i Justícia, Líneas de Fuerza, el Camino Ignaciano... Después, hubo ocasión para nuevas reuniones y talleres para trabajar los diversos campos.

En esta edición, la Asamblea versó en torno a la consigna "Luchas sociales, derechos humanos y educación - Por democracias fortalecidas y ciudadanías activas en América Latina y el Caribe" y tenía entre sus objetivos el debatir el contexto de las democracias en la región, así como la relación entre el derecho a la educación y el derecho a la comunicación en la lucha por democracias fortalecidas y ciudadanías activas.

En el evento participaron alrededor de 70 personas de 21 países de América Latina y el Caribe, además de invitados de otras regiones, representando a organizaciones y redes socias de la CLADE. De parte de Entreculturas, asistió Lucía Rodríguez Donate, responsable en España del Programa de Acción Pública de la Federación Internacional de Fe y Alegría.

En el marco de la Asamblea y en alianza con ALER, Federación Fe y Alegría y el Consejo Internacional de Educación de Adultos (CEAAL), la CLADE también promovió el Taller de Interaprendizajes Educación y Comunicación: Convergencias y Desafíos, con el objetivo de compartir experiencias de uso de la comunicación en la movilización social y la incidencia política.

América Latina es la región con más altos índices de desigualdad del planeta (informe PNUD 2011). Frente a esta apremiante situación la educación tiene como tareas pendientes la redistribución y ampliación de oportunidades y el fortalecimiento de la cohesión social. La Federación Internacional Fe y Alegría, con el apoyo de Entreculturas, ha desarrollado un Sistema de Mejora de la Calidad de la Educación como alternativa para garantizar una buena educación a las personas que tienen menos y contribuir a la calidad de los sistemas educativos públicos de los países de América Latina.

Este Sistema de Mejora, llevado a cabo desde la Federación Internacional de FyA en el marco del Programa de Mejora de la Calidad Educativa (conocido comúnmente como P1), permite a los centros generar una cultura permanente de mejora a través de un ciclo de trabajo que comienza con una evaluación multidimensional de los centros educativos y sigue con una reflexión en los mismos centros en torno a los resultados de esta evaluación, articulados con el análisis del contexto en el que se encuentran. El proceso culmina con la elaboración e implementación de planes de mejora y su sistematización. Finalmente, este proceso enlaza con una nueva evaluación de calidad, que permita conocer los avances de cada centro educativo, introducir los ajustes necesarios al sistema de calidad y comenzar un nuevo ciclo de mejora.

Dicho Sistema comenzó a implementarse en 2004 y ya ha sido aplicado en más de 400 centros educativos de América Latina, siendo reconocido por diversas entidades públicas y privadas (como, por ejemplo, Ministerios de Educación, Universidades, etc.).

Durante la crisis de Libia, que comenzó en febrero de 2011, miles de refugiados y solicitantes de asilo cruzaron a Túnez, obligados a huir a consecuencia de la violencia e inestabilidad generada en el país. Se trataba, principalmente, de personas procedentes de Somalia, Eritrea, Iraq, Sudán y Etiopía. En estos dos últimos países Entreculturas coopera desde hace años, así como con refugiados de Somalia y Eitrea.

El actor Pepe Viyuela se encargó de conducir el acto después de dar la bienvenida y compartir con todos los asistentes un testimonio personal en el que mencionó a su padre, que no pudo ir a la escuela, y relató el interés de éste en que, tanto él como sus hermanos, pudieran estudiar.
